The Specialist: Policy Investigation is responsible for aiding in developing policy advice to the Minister of Science and Technology on matters of innovation within the field of biotechnology and Research Infrastructure. The evidence-based policy work aims to promote sustainable economic growth, development and employment through infrastructure development and the application of biotechnological processes in the real economy of South Africa. The incumbent of this position must assist in developing policies that aim to develop, apply, and diffuse innovative processes, products and services that accrue from the exploitation of biotechnology. In addition, the incumbent must assist in the development policies that aim to build modern infrastructure that aims to achieve the objectives of the national system of innovation (NSI).
Key Performance Areas:
Scoping out new studies:
Conduct background research on allocated projects
Identify priority areas for investigation based on allocated focus area
Develop the ideas into a systematic outline of plan and prepare draft terms of reference
Consultation and networking with stakeholders:
Participate in knowledge networks linked to the functioning of the National System of Innovation
Conduct interviews with relevant stakeholders on approved projects
Host workshop / conference for consultation on allocated projects
Facilitate documentation of workshops/conferences and distribute proceedings
Continuous engagements with stakeholders
Coordinate, facilitate and support project teams in relation to meeting arrangements, meeting documentation, etc.
Facilitate stakeholder inputs on projects
Draft progress report on the projects for Council and Exco.
Facilitate the process of producing and distribution of research reports through SCM processes (inlc. Quality assurance)
Facilitate the outsourcing of commissioned research:
Draft TOR and facilitate the appointment of service provider through SCM processes
Facilitate the signing of SLA through Legal Services and monitor the progress of projects
Provide timely information and advice to the contracted service provider
Draft advice letter to the Minister that provides strategic policy inputs based on the research study.
Circulation of the letter for inputs by various stakeholders (project team, Exco, Council)
Demonstrate good understanding of the NSI
Knowledge of government policy making in regards to STI
Advanced knowledge and experience in statistical and research methodology
Knowledge of STI and government processes
Skills and personal attributes:
Strong analytical, writing communication and public policy
Good networking and liaison skills
Advanced skills in project management
Driver’s licence recommended
The ability to work independently and also within team environment, energetic, assertive and pro active
Qualifications & Experience:
National Diploma / Bachelor’s degree in: Science / Engineering / Economics
Three years relevant experience in policy environment or related at a supervisory level.
