Our client in the tailings industry is looking for a Senior Superintendent to join their team in Elsberg.
The purpose of the role is to manage the implementation and delivery of one large, or multiple smaller projects against safety, time, quality and cost standards and risks, and has a definite emphasis on the practical, technical and commercial management of a project. The successful candidate will fulfil the link between the Regional Manager and operational team. The Senior Superintendent is responsible for all on-site activities, including organising work and making sure all key materials are delivered on time.
Duties & Responsibilities
Duties will include, but are not limited to, the following:
Execute project responsibilities in line with organisational strategy, in order to achieve set goals.
Report to Regional Manager on operational and project performance.
Executing project responsibilities to support sustainability of the broader business, as per operational project requirements.
Ensure compliance and adherence to policies, procedures, practices and legislative requirements at all levels, identify gaps, propose improvements and implement approved changes throughout the project operations.
Identify and escalate issues that may arise from conflicts between internal and external stakeholder requirements.
Effectively utilise resources in line with project strategy, to ensure effective project delivery.
Give inputs to improvement opportunities, and implement approved initiatives for their area.
Financial, Commercial and Contracts Management
Provide inputs to Regional Manager and Estimator on tender response structuring, site visits. May be involved with finalisation of tenders, and structuring the operationalisation thereof.
Implement financial, commercial and contracts management processes and procedures, as set by the organisation, and give inputs to contracts structuring.
Draft contract programme for the site, in conjunction with Regional Manager; Assist in drawing up a master programme.
Responsible for managing site costing, as per standard policies and procedures for cost management.
Ensure that all relevant labour, materials, plant and sub-contractors are procured in good time for the contract and within budget specifications.
Monitor programme by marking up and taking corrective action where necessary.
Revise long-term programmes due to changed conditions; Identify variations on rates and scope, in conjunction with relevant stakeholders, prepare variations, and present to Regional Manager for approval.
Assist in compiling claims within the prescribed time frame. Initial all legal and contractual requirements, including Completion Certificates.
Assist the QS and Commercial Manager in the drawing up of the sub-contract agreements.
Requisition all material and equipment to correct specification and give delivery dates by means of written requisitions.
Monitor contractual situations with regard to possible claims by means of correspondence, minutes of meetings, agreed programmes, etc.
Risk Management and Compliance
Ensure the company's policy on social responsibility is adhered to.
Be fully aware of the content and impact of new contracts i.e. General Conditions of Contract, Special Conditions, Specifications, and Drawings; be aware of relevant legislation relating to the contract - as related to project operational execution and governance.
Align internal and external stakeholders to contract conditions and requirements, and the impact thereof, for their area of responsibility.
Ensure all project risks and opportunities are identified, and mitigating actions implemented and monitored; as well as aligning all stakeholders as is relevant, for their area of responsibility; elevate risks as appropriate.
Accept safety appointment, and implement related safety structures, liaising with Safety Manager regarding appointment of responsible persons and other safety matters.
Responsible for the planning and implementation of temporary works designs and installations i.e.: Compound, Batch Plants, etc. with the necessary approvals.
Manage costs and production within project budget, cost and time targets, providing inputs to Cost and Site Accountant on cash flow charts and systems, monitoring compliance in their area.
Align to client and company ESG (environment, social and governance) requirements and ensure compliance throughout the project implementation.
Formulate and implement a traffic management plan, with the Safety Manager, as per policies.
Stakeholder Management (internal and external)
Maintain working relationship with head office structures with regards to support and professional services (HR, Safety, Quality, Plant, Survey, Commercial, Finance, IT, QS), in support of project delivery.
Promote ongoing open communication with Client Resident Engineer, Mining Manager and other client managers to foster good relations between the company and the client, through appropriate forums and interfaces.
Interface with community liaison roles as required, internally and externally, and comply with the community liaison plan.
Responsible for subcontractor and supplier management, and building relationship with subcontractor and supplier site management, give input to disputes and change management with relevant parties.
Engage with internal management structure, to ensure business alignment through line reporting structures
Understand and comply with public relations plan and related company policies and procedures.
Manage interface with other client contractors and operations on site.
Operations and Project Management
Undertake the implementation of company procedures and projects objectives on a specific project(s) in their area of responsibility.
Responsible for project execution and risk management on one or multiple sites - within budget, scope, timelines, productivity and SHEQ standards.
Implement and execute management and production controls, measures and reports for a specific site, taking corrective action to ensure effective and efficient delivery of site project objectives.
Ensure project operational, financial, quality and productivity objectives are achieved against standard and plan.
Manage all production related activities, including planning, operational efficiency, downtime, and continuous improvement to achieve on time, in full, on standard, first time right delivery.
Establish the project operational programme, information and long-lead schedules, and brief sub-contracts and site staff on the programme, distributing briefing in writing to all relevant parties on a regular basis.
Compile and manage the site quality plan in accordance with project and policy requirements and ensure appropriate implementation thereof and compliance thereto.
Oversee the distribution of all information on the site.
Responsible for identifying any problems with on-site work activities and providing a solution to ensure that the project does not overrun budget and time.
Hold regular meetings with site staff covering the following: Labour, plant and material requirements; Progress and programme updates; Detailed planning for the next period; Staff responsibilities and movements on site; Productivity and cost report feedback; Quality control procedures and checklists; Non-conformance reports; Cost of non-conforming product (establish cost) - as per agreed management operating system requirements.
Report back on information flow; appointed sub-contractors and specific sub-contract requirements; Health, safety and environmental issues - as per agreed management operating system requirements.
Control the overall performance and quality of sub-contractors by means of progress meetings and visual inspections.
Ensure general administration for site is executed and up to date.
Monitor, measure and mark-up progress in programmes biweekly and timeously implement corrective action where progress does not meet expectations and targets.
Management Operating System and Reporting
Define, set up and implement appropriate management operating system, including forecasts, plans, targets, controls, measures, data management and trend analysis, reports and forums, for the site, to ensure effective management decision-making, performance management and corrective action.
Implement company policy and procedural requirements for recordkeeping, maintenance and monitoring of site records.
Attend relevant meetings with internal and external stakeholders, ensuring accountability and SLA / specification / performance achievement.
Sign for and check the following: Wages, New engagements, Pay-offs, Invoices and MRS sheets, Plant charges, Petty cash authorizations, Advances, Correspondence originated at site, day work sheets
Control material stock levels by means of programme requirements, material schedules, bin levels, etc.
Check that the material delivered to site is correctly manufactured by visual inspections, measurement, and testing.
Check that orders are correctly inspected.
Control material on site by means of batch plant records, stock takes, and stock books.
Monitor production and productivity by means of appropriate shift and production reports, charts, graphs, dash-boards and visual applications.
Ensure appropriate financial controls and reports are implemented and managed according to company requirements.
Implement relevant quality and technical standards as agreed for the site.
Understand and implement relevant internal and client policies relating to technical matters, for the site.
Fulfil required duties as per regulatory appointment to ensure technical standards are met and maintained on Site.
Member of safety forum. Establish and manage the site's Health, Safety, Environmental and Quality plans in accordance with the latest mining and tailings regulations as well as company policy and procedural provisions.
Oversee the implementation of the Health, Safety, Environmental and Quality plans and compliance and take corrective action as necessary to correct non-conformance.
Identify all SHEQ risks for the site, and make recommendations for mitigating actions; implement actions as approved to manage risks appropriately.
Plays a key role in safety management on site in that they are responsible for the risk assessments and hazard identification for all operations on site. They also take on the overall safety appointment in line with Mines Health and Safety Act.
Guide, lead, and direct subordinate staff so that they are able to achieve the objectives set for them as well as understand and align with the strategic direction and goals of the parent company.
Monitor and manage performance of subordinate staff in compliance with the Performance Management policy and processes.
Coach, mentor and develop staff as appropriate to improve performance. Practice sound labour (IR) relations within the approved legislation and conditions of service with regard to staff.
Ensure consistent implementation and compliance of subordinate staff and staff on site to company policies, procedures and practices.
Ensure all staff are compliant on safety, training and health requirements.
Culture and Climate
Ensure a positive work context is established for all internal and subcontracting staff on the site.
Build a culture of continuous improvement for the duration of the project.
Align with client culture requirements as agreed with Project Management team, to enhance the client relationship.
Desired Experience & Qualification
BSc Engineering or BTech Engineering (mining / metallurgy / industrial / civil or similar)
Project Management qualification would be advantageous
Management qualification will be advantageous

5-10 years relevant experience in respect of managing sections of a Tailings and/or Remining Site, as Superintendent level or as Mine Overseer / Superintendent
2.6.1 legal appointment would be a distinct advantage
Mining Production experience
Must have practical and hands-on experience in the management of foremen, labour and plant resources. Experience dealing with unions would be a distinct advantage
Experience in planning and setting up tailings projects, preferably at Superintendent level or higher
At least 5 years’ experience in a supervisory or management role, preferably in a tailings / mining environment, at Superintendent level
Experience with budgets and forecasting
